SPEAKER BIO:

Deputy Chief Mindy Casto has been with the Fresno Police Department since 1992 when she started her career as a police Explorer while in high school.  As a product of community policing, she went on to become a cadet and was promoted to police officer after graduating #1 in her police academy class in 1996.  Deputy Chief Casto spent several years on patrol in various districts and served as a detective and companion officer. After promoting to sergeant in 2003, she served as an Internal Affairs investigator and supervised the Accountability and Compliance section as well as the Domestic Violence Unit.  Deputy Chief Casto has also served as the Internal Affairs commander and the Investigations Division Administrative Commander, where she was responsible for MAGEC, as well as Street Violence, Special Investigations and Family Justice Bureaus. Deputy Chief Casto has served on the Fresno Police Officers’ Association Legal Defense board of trustees and as an elected board member for the association.  She holds a bachelor’s degree in criminal justice and is a graduate of the Senior Management Institute for Police and Executive Development Course. During her 26 year career, Deputy Chief Casto served as the Central and Northeast District commander, where she maintained her commitment to keeping those who live and work in the Fresno community safe. She also sits on the Marjaree Mason Center and Fresno Police Chaplaincy Board of Directors. Upon promotion to Deputy Chief on August 15, 2022, Deputy Chief Casto was assigned to the Support Division, which includes the Traffic Bureau, 911 Center, K9, Skywatch, SWAT, Student Resource Officers, Crisis Negotiators, Crime Scene Investigations and more.  Deputy Chief Casto is fully committed to making Fresno one of the safest cities in California and the Fresno Police Department the best department to work for in the nation.
